McConnell guaranteed every judicial nominee an up or down vote in 2005. In 2016, McConnell changed that “rule” and then claimed that no SCOTUS nominee should be confirmed in a presidential election year. In 2020, the “rule” changed a third time and Coney Barrett was confirmed 8 days before the election. McConnell has recently announced his “rule” for 2024. Moscow Mitch has told us that if the GOP controls the Senate in 2024, they will block a Biden SCOTUS nominee. What is the consistent thread in these conflicting and ever shifting McConnell “rules?”
